The Boston bombing story has had so many anomalies and problems, that I doubt any honest person can claim to know what really went down last April.  WhoWhatWhy investigates the carjacking witness, “DANNY,” the sole source whose statements implicated Tamerlan and Dzhokar as not only the bombers but also allegedly the murderers of a police officer that night.

Who is Brian Glyn Williams, and why was he telling his local newspaper such things relating to the alleged Boston Marathon bomber Dzhokhar Tsarnaev?  This question may be highly relevant to our understanding of the bombing and of the longstanding Chechen insurgency itself.   It was Williams who contacted South Coast Today reporter Steve Urbon first, and not vice-versa.  This important article indicates a series of contacts between professor Williams and the boy who would later be accused of terrorism and mass murder at the 2013 Boston Marathon.

Brian Glyn Williams bills himself as an associate professor of Islamic History at University of Massachusetts, Dartmouth.  That’s where his byline tends to stop, abridged as it is.  Recently however, Williams has come clean about his CIA past as a field operative in Afghanistan, Uzbekistan and around Central Asia in the early 2000’s.  He studied, of all things, the motivations of “suicide bombers,” establishing himself as an expert on the subject.  Professor Williams also has a longtime association with the Jamestown Foundation, created by the head of the CIA in 1984 and steered by Zbigniew Brzezinski.  Williams’ role as an “analyst” for Jamestown Foundation is usually also omitted from his byline, when his editorials appear in such mainstream journals as the Huffington Post, The Atlantic Monthly and elsewhere.   Such failure to disclose his personal connections to US intelligence and to an intelligence-connected front organization mirrors his non-disclosure concerning his personal relationship with the alleged Boston Marathon bomber Dzhokhar Tsarnaev in those very same publications.

A website called Major History profiled Professor Williams in March of 2013.  There they wrote, “[Brian Glyn Williams’] work has taken him to … Afghanistan to work for the Central Intelligence Agency.  Williams was tasked with helping law enforcement and intelligence agencies understand the motivations and behaviors of suicide bombers…”  As Williams’ formal education is in history, rather than psychological profiling, this may seem a bit out of the ordinary.  “[Williams’] findings about suicide bombings in Afghanistan were informed by his understanding of tribal identities as much as fervor for the Jihadist movement.  He came to these conclusions after being sent to Afghanistan by the CIA to perform firsthand research on these types of attacks.  This type of fieldwork is unusual for most academics but especially for historians...”

 

Which version of Brian Glyn Williams are we reading?

In 2008 Williams wrote a Field Report on Suicide Bombers of Afghanistan, for the Middle East Policy journal.  No indication was given to readers that his specific trip to Afghanistan was as a CIA operative.  That disclosure does not seem to have been made until March of 2013.  In the piece, Dr. Williams, a lowly associate professor of Islamic History, said, “…it was my research on Afghanistan’s suicide bombers that had drawn me from the safety of my world to the Pashtun tribal regions…”  That may be so, but it is certainly not the entire story.

Williams’ elaborate 2011 defense of the CIA’s drone assassination campaign is an exercise in bolstering the CIA’s policies without fully disclosing his own linkages or self-interests.  Writing in the West Point CTC Sentinel, “Brian Glyn Williams is Associate Professor of Islamic History at the University of Massachusetts-Dartmouth.  He formerly taught at the University of London, School of Oriental and African Studies.”  That’s all that Williams discloses in Accuracy of the U.S. Drone Campaign: The Views of a Pakistani General.

FrontPage Magazine managed to locate Brian Glyn Williams after the Boston Marathon bombings and noted, “Professor Brian Glyn Williams teaches the only course in the country about the Chechen wars and said Dzokhar emailed him questions in the spring of 2011.”  No mention of CIA or Jamestown, but was this at all unexpected given Williams’ persistent pattern of non-disclosures?

As Williams is billed as the sole academic in the US worth talking to about the Chechen wars, he should quite know all about the Islamic Jihad that has raged there since the 90’s and which FrontPage describes clearly just further down in the article.  When Osama Bin Laden set up a training camp in Chechnya in 1995, he wanted to ‘establish a worldwide Islamic state…

Who are the Chechen rebel “commanders?”

Canadian Broadcasting (CBC) reported in 2010,

“Last year, a charismatic rebel commander calling himself Said Buryatsky bragged on the rebel website Kavkaz Center he was training new suicide bombers….  Buryatsky… studied for several years in Saudi Arabia… A new leader, Dokka Umarov, emerged declaring the new goal was to separate all six Muslim majority provinces in the Russian Caucasus from the Russian Federation, and create a new Islamic state ruled by Sharia law.  Admired for his Saudi religious education Buryatsky quickly became Umarov’s chief ideologist.  He also became a valued military strategist.”

Doku Umarov is the current leader of the Chechen insurgency, and he is known as “Russia’s Bin Laden.”  His website Kavkaz Center is hosted in Finland.  On June 29th of 2010 the US State Department designated Doku Umarov a “global terrorist.”  In June of 2012 Finnish prosecutors were reported to have linked the US State Department itself to funding for Doku Umarov’s website operations – the Kavkaz Center.

In April of 2013, Brian Glyn Williams suggested to his Huffington Post readers to visit the Kavkaz Center website to see that these Chechens allegedly don’t target Americans.  Williams claimed, “While the small number of Chechen rebels were later radicalized in the 2000s and came to see their war for national independence as a defensive jihad, they had no reason to attack distant America.”  Williams, of course, knows that an Al Qaeda training camp was established in Chechnya in 1995.  He suggests, “For a view into their world see the Chechen rebels’ website Kavkaz Center.”  The owner of that website in Finland, Mikael Storsjo received a “four-month suspended sentence” in 2012 for “assisting Chechen terrorists to enter Finland illegally.” 

Brian Glyn Williams knows full well that Doku Umarov is a terrorist and that the bombings gleefully boasted about on his Jihad website Kavkaz Center are in fact acts of terrorism.  As Umarov is officially designated a “global terrorist” by the US government itself, should Mr. Williams be supporting him, his group and his website rhetorically?

More to the point: Did Williams recommend this website and its activities to Dzhokhar Tsarnaev?

The distinction that Williams stresses repeatedly is that “they had no reason to attack distant America.”  The clear implication here is that terrorist attacks against Russians are of no concern and should not be of concern to readers.

Brian Glyn Williams next tells his Huffington Post readers, “It seems that the older Tamerlan then converted his brother Dzhokar to the fanatical cause”. Ah. But, here is where we must insist on a full disclosure from Mr. Brian Glyn Williams. You see it is Williams’ own personal relationship with Dzhokhar Tsarnaev, over several years and via numerous email communications concerning the younger Tsarnaev’s Chechen roots, that alerted me to this topic in the first place.

I hope I didn’t contribute to it,” said Mr. Williams on April 19th, in the wake of the bombing revelations (South Coast Today). “That kid and his brother identified with the Chechen struggle.” Williams is identified as “Dr. Brian Glyn Williams” and no mention of his CIA or Jamestown Foundation connections appears in the article.

What does appear however demands some scrutiny. Williams hooked up with Dzhokhar Tsarnaev when the latter was still in high school and 17 years old, according to South Coast Today reporter Steve Urbon.

“Williams, whose classes on the War on Terror are routinely packed, obliged by exchanging emails with the then-17-year-old student [Dzhokhar]…As Williams put it, an ancient civilization was being wiped away. …Williams shot me an email. I phoned him and at one point I heard a rare twinge of worry in his voice. “I hope I didn’t contribute to it. … [Dzhokhar] was learning his Chechen identity, identifying with the diaspora and identifying with his homeland. … He wanted to learn more about Chechnya, who the fighters were, who the commanders were. I sort of gave him background.”

Well, the commanders were, and are, Doku Umarov, Said Buryatsky and a distinguished gentleman named Shamil Basayev. Basayev arranged for 850 hostages to be taken at a theater in Moscow in 2002, demanding Russia give up the province of Chechnya and pull out. During the siege 130 civilians died as well as all 40 of Basayev’s armed terrorists.

LA TIMES: “The chairman of the House Homeland Security Committee says there was enough information about Boston Marathon bombing suspect Tamerlan Tsarnaev for the FBI to reopen an investigation into his activities.”

As does anyone with a few working brain cells.

What he doesn’t mention is the C.I.A., and their long history of interfering with security related to known Jihadi “assets” whom they would like to do their dirty work in targeted regions.  They also like them to recruit others, like their little brothers, to go fight for the empire against the official enemies.  This is what your tax dollars actually buy, yet Americans are largely ignorant about US foreign policies and covert operations.

A NEW THREAT WARNING HAS EMERGED

LA Times:  “Five days before two bombs tore through crowds at the Boston Marathon, an intelligence report identified the finish line of the race as an “area of increased vulnerability” and warned Boston police that extremists may use “small scale bombings” to attack spectators and runners at the event.

The picture is beginning to focus on this travesty.

The threat was for small scale bombs, such as gunpowder bombs.

The warning related specifically to the “finish line.”  How could they know that anyway, before the fact?

The finish line was crawling with useless National Guard CST “weapon of mass destruction” detector guys (formerly thought to be “Craft International” operatives by some).

Where were the bomb sniffing dogs who could have actually detected the gunpowder bombs used?

CORRECTED: In the “morning,” bomb sniffing dogs allegedly engaged in a “training exercise.”   But where are they at the TIME of the bombing?  Can’t find them in pictures of the bombing event.  Can you?

Yes, that sounds a lot like a “theory.”

So disprove it. You know that’s how the scientific method works.

Dzhokhar Tsarnaev, whose family fled the horrors of the Russian occupation, was about to learn about some harrowing things he escaped from at a very young age.”

The entire article is one-sided and guided by William’s CIA view of the conflict (Chechens can’t be terrorists, and are allied to CIA objectives).  Even the actual terrorism in Chechnya is dismissed later on.

There was a lot to read about. Especially since the Russians retook the tiny separatist republic, there are stories of mass killings, death camps, mass graves, torture, destruction.

There were retaliatory strikes inside Russia, including a hostage drama in a Moscow theater. Russia in the end sent 100,000 troops to surround Chechnya to keep it under their thumb.

As Williams put it, an ancient civilization was being wiped away.

…Williams shot me an email. I phoned him and at one point I heard a rare twinge of worry in his voice. “I hope I didn’t contribute to it. That kid and his brother identified with the Chechen struggle,” he said.

…But Williams recalled the student clearly, though the two [ALLEGEDLY] never met and communicated by email, Williams sending him links to academic papers he’s published and books he recommended.

“He was learning his Chechen identity, identifying with the diaspora and identifying with his homeland,” he said.

“He wanted to learn more about Chechnya, who the fighters were, who the commanders were. I sort of gave him background.”

“Sort of.”  Gotta love the sort of.

“If there is trauma in the homeland, I think some in the diaspora become radicalized and that causes them to resort to terror,” Williams said.

…In Williams’ view, Chechnya has an undeserved reputation as a hatchery of terrorists, including al-Qaida and the Taliban.

“Foreign fighters did come in and radicalized people,” Williams said. For some, “they transformed the form of war from a national one to a full-blown terrorist jihad.”

But he charges there is no basis for an al-Qaida link, or even a Taliban link, for that matter.”

This is a clear lie.  The NSFW piece destroys William’s credibility and casts him as a disinformation artist for the CIA.

In a book to be published next year, “Inferno in the Caucus: The Chechen insurgency and the Mirage of Al Qaeda,” [Brian Glynn Williams of the Central Intelligence Agency] says that no matter what the Chechens are, “they are not al-Qaida. Repeat: They are not al-Qaida.”

Ruslan “Tsarni,” formerly “Tsarnaev,” was married to the daughter of top CIA “strategist” Graham E. Fuller. This is censored by US corporate news, and this brings up glaring questions as to why. Daniel Hopsicker, investigative reporter at Madcow Mornnig News, has uncovered documents linking Ruslan Tsarni, the uncle of the two alleged Boston Marathon bombers, to a Chechen organization that has ties to terrorist funding. Ruslan Tsarni links to the Boston bombing, the CIA and to a known terrorist funding front called Benevolence International, which was shut down by the US Treasury Department and Prosecutor Patrick Fitzgerald.

Why isn’t the Boston bombing suspects’ uncle Ruslan Tsarnaev / Tsarni considered a “person of interest” by the FBI?  Or, heavens forbid, a “suspect” in the Boston Marathon bombing plot?

Is it because of his work with State Department and CIA connected USAID around the Caucasus region?  Is it because he was formerly married to the daughter of a very high-ranking CIA official?  Is it because this high-ranking CIA official, Graham E. Fuller, was deeply involved in “Islamic extremism,” for which he is a noted author and strategist?  Or that Graham Fuller was CIA station chief in Kabul Afghanistan?  Could it be because his former father-in-law, Graham Fuller,

“…served 20 years in the Foreign Service, mostly the Muslim World, working in Germany, Turkey, Lebanon, Saudi Arabia, North Yemen, Afghanistan, and Hong Kong. In 1982 he was appointed the National Intelligence Officer for Near East and South Asia at CIA, and in 1986 Vice-Chairman of the National Intelligence Council at CIA, with overall responsibility for all national level strategic forecasting.”

Could it be related to Fuller’s paper that launched the Iran/Contra activities?  Or could it simply be Graham Fuller’s role in “strategic forecasting” both then and now?

Whatever the reasons, the Federal Bureau of Investigation should surely be interested in a little organization that Mr. Ruslan Tsarni set up in 1995 called the “Congress of Chechen International Organization[s].”

Why should FBI care about an old “Congress” of Chechen organizations?  There are several reasons known so far, perhaps many more, to look into this group and its activities.

America’s Rottweiler, Daniel Hopsicker, has sunk his fangs into Ruslan Tsarnaev’s history, and he doesn’t appear to be letting go any time soon.  Uncle Ruslan became the darling of the US press by immediately denouncing the two brothers as “losers” and even claiming that their brains were “stolen” by some radical Islamic cleric whom he had never met or spoken to.

But Uncle Ruslan Tsarni/Tsarnaev’s work for USAID and his close connections to one of the top CIA strategists and a boastful expert on “Islamic extremism,” should cause us to take a very close look at his own actions.  A quick search of USAID’s longtime ties to the CIA turns up this gem of a document, which once was “top secret,” but now declassified tells us:

“Memorandum For: Deputy Director of Operations

Subject: Joint CIA/USAID Terrorist (Technical) Investigations Course #7 (English Language)…

  1. This effort is a joint CIA/USAID training program for foreign police/security personnel…”

This was dated March 7th of 1973 and is hosted right on the USAID website (at least at the time of writing).

Bloomberg told us that Ruslan Tsarni “…was a legal consultant to a U.S. company contracted under USAID in a program of economic assistance for Kysrgyzstan.”  Hopsicker exposed that Uncle Ruslan Tsarni is also a Halliburton connected oil man who profited generously from Kazakhstan’s oil fields.

Well don’t the coincidences just keep piling up around this guy?  Are we in the trillions to one range yet?

Two students from Kazakhstan were charged Wednesday morning for “destroying” evidence related to Dzhokhar Tsarnaev, including fireworks without the gunpowder.  Destroying evidence?  Or planting?  They don’t seem to have “destroyed” it very well.

What would motivate some “friends” to go and tamper with evidence on the biggest terrorism case since 9/11?  This seems out of the ordinary activity, to say the least.  A third man is also facing criminal charges in this evidence tampering and Obstruction of Justice.

Be that as it may, the US media has gone dark on Mr. Graham Fuller and his undeniable relationship with Mr. Ruslan Tsarni/Tsarnaev.  Not one corporate news outlet has covered this Hopsicker initiated piece despite it being incontrovertible.  Fuller wrote about Ruslan in his memoir, Three Truths and a Lie.  Not only does Mr. Fuller’s name link directly, by marriage, to the Tsarnaev clan, his home address links directly to a Chechen front organization used to funnel funds to named terrorists.

Here is where the plot coagulates.  Hopsicker was not satisfied with a failed marriage.  He went deeper.  The Congress of Chechen International Organization[s] assisted one Shaikh Fathi in 1996 by using a “charity” called Benevolence International to get “aid” to the Chechen freedom fighters.  All fine and well, except for a couple of years later we have 9/11, and then American prosecutors like Patrick Fitzgerald begin turning over stones.

One of those slimy, moss covered stones leads to Shaikh Fathi.  The Fitzgerald indictment reads: “Sheikh Fathi was a major conduit for providing material support to the Chechen rebels.”  The indictment was against Benevolence International.  That “charity” was shut down after the US Treasury Department determined that they were “financiers of terrorism.”

The document that Hopsicker acquired, on Congress of Chechen International Organization[s] letterhead, is potentially the Achilles Heel of the entire covert war in Chechnya against the Russians.  Beyond the Boston bombing, this exposes a Chechen front group created by the son in law of a top CIA official that used this same CIA official’s home address on the official application when Ruslan set up the front!  This may be considered “poor tradecraft.”  A bad decision in 1995 may have just exposed the entire CIA connected terrorism nexus to the world.  And not one US “news” outlet will say one word about it.

Dozens of reporters gave open microphones to Ruslan Tsarni/Tsarnaev when he denounced his two nephews as “losers” and that he wished they had “never existed.”  But what a contrast in news coverage now that this man Ruslan Tsarni himself is found to be very close to the Central Intelligence Agency, since 1995.

It seems as though the name “Graham Fuller” cannot be published in connection to this case, in any corporate media organization in the United States, nor in Europe  [5/10/13 Correction: exactly 1 entity, The Daily Mail UK reported it].  This is essentially Orwellian manipulation of the public, and should be considered the top censored news story of the year, and perhaps of the decade.

Another international terrorist threat warning concerned Tamerlan Tsarnaev, this time in 2012 from Saudi Arabia.  A Saudi official told Daily Mail UK about a letter to US intelligence and that they wouldn’t even allow Tamerlan Tsarnaev to enter Saudi Arabia last December, 2012, for his desired pilgrimage to Mecca.  The Saudi intelligence did not just repeat what Russia had said, and instead the warning was “based on human intelligence developed independently in Yemen.”  Apparently the Saudi Foreign Minister and National Security Chief then met with Barack Obama in the Oval Office to discuss it early in 2013.  Denied, denied, denied.

The usually reliable Israeli intelligence website DebkaFile suggested two things about this Boston Marathon bombing case that were not readily apparent at the time.  These were 1) that the brothers (or older brother) were recruited by US intelligence, and that 2) they turned on their recruiters as double agents for Jihad.

The second part is speculative.  But the first part suggests more detailed knowledge of the Tsarnaevs and of covert activities in the Caucasus.  Most of the data concerning Uncle Ruslan were public and accessible, just waiting for someone like Hopsicker to piece it together.  The freakish response of the FBI to Tamerlan Tsarnaev, despite international terrorist threat warnings, suggests something odd about this case.  While double-agents are not unique and this has precedents, such as Ali Mohamad, we still have no proof that the brothers actually committed the bombings.  They are being tried in the media, piece by piece, without legal recourse to challenge the accusations or the so-called evidence against them.

Russian news outlet Izvestia provides another piece of the puzzle, and it supports the Israeli claim that the brothers were recruited by US intelligence.  On Tamerlan’s trip to Russia in 2012 (Jan. to July), there is a report by Georgian intelligence that Tamerlan Tsarnaev attended “training” at the Jamestown Foundation, connected with the Caucasus Fund (corrected 5/3/13).  All have ties to CIA.  As for Jamestown Foundation, guess who gave a keynote speech in 2008 there called “Turkey & the Caucasus after Georgia”?

Only your favorite “strategist,” the man whose name US media dare not speaketh.  What a little tiny world we’ve inherited.
