I’ve already posted comments from uncle Ruslan in other news, and so we must have a careful look at this.

Who is Graham Fuller?
He’s not any spook. No. Wikipedia lists him as an expert on “Islamic extremism.”
Formerly vice-chair of the National Intelligence Council,[2] he also served as Station Chief in Kabul for the CIA. A “think piece” that Fuller wrote for the CIA was identified as instrumental in leading to the Iran-contra affair.[3][4] After a career in the United States State Department and CIA lasting 27 years,[5] he joined Rand Corporation as senior political scientist specializing in the Middle East.[3][6][7] As of 2006, he was affiliated with the Simon Fraser University in Vancouver, Canada as an adjunct professor of history.[8] He is the author of a number of books, including The Future of Political Islam.[9]”
Tamerlan Tsarnaev goes from obscure nobody one week, to the center of the universe a few days later. How many little cozy connections and thwarted investigations tie in to these brothers?
Uncle Ruslan and Graham Fuller may have set up a Chechen front organization together in 1995 (a couple years prior to Islamic extremist violence breaking out there) using Fuller’s home address on the paperwork: Congress of Chechen International Organization.
